The Nov. 25 Selectboard meeting featured a shorter agenda, with members Carrie Spear and Fritz Tegatz absent. The remaining three members heard from various town committees on budget requests, solar RFPs and appointments.
The Selectboard is working its way toward a decision about wastewater and septic usage in the West Village; as the process moves closer to resolution, however, the issue is still misunderstood by many in the community. The board plans on two more public discussions of the matter before voting on the municipal septic system’s future and, by default, on the future of the Charlotte Children’s Center and the Charlotte Family Health Center.
Monday’s Selectboard meeting opened with a public informational hearing for Tuesday’s vote on the amendment to the town plan. No one was present, so the board moved on to other agenda items.
Monday’s Selectboard meeting included updates from the Trails Committee on the construction of the State Park Road path, as well as budget requests and presentations from the Board of Listers, Planning and Zoning, the Trails Committee, the Charlotte Library and CVFRS.
The agenda for the Oct. 14 meeting of the Selectboard included discussion with Trails Committee members on the proposed construction of the State Park Road path and budget reviews of several groups. Routine procedural agenda items such as approval of repairs to the Thorpe Barn and contract with P&P Septic for maintenance of the town wastewater disposal were dealt with quickly as the night progressed.
At its Sept. 23 meeting the Selectboard heard requests from the Trails Committee on trail expansion, the Energy Committee on library solar panels, and the Charlotte Land Trust on FY2021 budget requests. The Selectboard also designated the Tractor Parade, to be held this year on Oct. 13, as an official town event, naming committee members, and agreed to continue to sponsor the annual event.
Several items deferred to future meetings, short-term rentals discussed. Monday’s Selectboard meeting started with Vice Chair Frank Tenney at the helm and an agenda ahead of schedule. With Chair Matt Krasnow absent and the presentation on the upcoming tractor parade not quite ready, several agenda items were deferred to a future meeting, including the repurposing of the old playground equipment still at the Town Beach, discussion of the Recreation Commission mission statement and improving accessibility to Town Hall.
Monday’s Selectboard meeting convened a bit late due to a site visit to Thompson’s Point. Members viewed the town-owned property by boat, with the houses along the lakeshore appearing “well maintained” said Selectboard member Louise McCarren. A second site visit to view portions of the property being leased, brush hogged and mowed is scheduled for September 9.

The West Charlotte Village Wastewater Committee presented two draft wastewater ordinances to the Selectboard and members of the public during Monday’s special meeting solely devoted to the topic. The meeting was “intended as a work session and an opportunity for public input and comments,” said Selectboard Chair Matt Krasnow.
The Monday, July 22 Selectboard meeting began a bit later due to a site visit to the Town Pound, described by the Chair as “a little known town-owned property,” in between Route 7 and Church Hill Road. The agenda started off with a discussion of capital budget planning and moved on to water-related infrastructure topics: the Thompson’s Point Association’s water system and the village wastewater system.
The Monday, July 7 Selectboard featured a full, albeit routine agenda, including a presentation from the outgoing zoning administrator on accessory agricultural uses and Act 143.
The Monday, June 24 Selectboard meeting opened with a discussion on the ReArch contract for the library addition and the memorandum of agreement among the town, the Charlotte Library Board of Trustees, and the Friends of the Library.
The June 10 Selectboard meeting began with Vice Chair Frank Tenney calling the meeting to order, three members were present. Chair Matt Krasnow and Selectboard member Louise McCarren participated by phone. Similar to the June 3 meeting, agenda items centered on the Charlotte Library addition. Selectboard member Fritz Tegatz said the library building committee was in the process of reviewing the ReArch contract and did not have a draft ready to present at the meeting. Members of the public, many who attended the previous Selectboard meeting, again raised similar concerns about specific line item costs, site work and sketch plan review, as well as library matching funds and the memorandum of understanding.
The Monday June 3 Selectboard meeting focused around the Charlotte library addition. After a question and answer session on topics ranging from solar to various construction costs, the Selectboard voted unanimously to approve ReArch as the contractor for the project.

The Selectboard continues to tackle a packed spring agenda, with the bulk of the May 13 meeting devoted to hearing concerns from residents regarding speeding on Ferry Road and other roads in Charlotte, as well as a biannual discussion with the Vermont State Police (VSP) about their contracted hours and directed patrols (see below).
A special meeting for public input about the Selectboard’s bid acceptance process brought more than sixty community members to the Charlotte Town Hall for ninety minutes on Wednesday. The May 1 meeting was calling after a public brouhaha this week over the Selectboard’s request for proposal approval process for an ash tree removal contract on a portion of Lake Road.
